texinfo-4.11 test failures becasue tex is not installed

Description
One of the reasons I've figured nobody is using the -dev book is because I haven't seen anyone mention that two of these tests fail. No matter, upstream has fixes for them, from a certain Mr Schafer. I'll put them into a combined patch and test them when I'm back on x86 development.

Already fixed upstream in 4.12, and dj's version of the book is using 4.13. Time has overtaken this.

Well, just reporting to say I hit it too, so you don't feel like there's *no one* using -dev and running the testsuites. :)
