The texinfo mantainer accendantly missed some files from the origanal texinfo 4.13 tarball, so he rereleased another 4.13 tarball that includes those files.

Well, it's only mostly-invalid. We might still want to change &texinfo-version; to be 4.13a, so people don't get confused if they (a) see texinfo-4.13 in the book, (b) know that 4.13a fixed some packaging issue with 4.13, but (c) don't know that 4.13 got changed. (Granted, that's probably a small number of people. But it's a small change too.)

But whatever Randy wants to do (since he already accepted the ticket).

I thought updating the book to actually using the 13a version would be the best thing to do. Unfortunately, however, unpacking the tarball produces a texinfo-4.13 directory, but no big deal.

Updated the book to use 4.13a as the Texinfo version, even though the tarball is exactly the same as the previous 4.13 version
