Module-init-tools 3.12 has been recently released in its final version. It can be downloaded, as usual, at: http://www.kernel.org/pub/linux/utils/kernel/module-init-tools/

The Changelog is typically a few versions behind. For example, note that the Changelog for 3.11.1 only goes up to 3.6.

Oops. Missed this and created a new ticket. :(
Fixed at revision 9301.
Revised home page at revision 9302.
As a side comment, the size of the package mysteriously went from 197K to 917K. Probably because they included test/build (2.4M) when it wasn't needed.
strangely, the ChangeLog is missing for this version, and I mean the only changes listed are those up to version 3.11
