move fuser to /bin

Description
This is an FHS issue. /bin/fuser is used in the netfs script to kill processes with open files on network file systems. As it is now, fuser may become unavailable if /usr is a network mount.

While we are looking at psmisc, the intro paragraph to
mv /usr/bin/killall /bin ln -sv killall /bin/pidof
talks about the link, but not the move. This needs to be expanded a little.

Not all distro put fuser at the same place :
/bin for debian/ubuntu
/sbin for fedora/mandriva
/usr/bin for LFS, arch
