Looks as if we don't need to pass docdir= in the install, a straight --prefix=/usr puts then in /usr/share/doc/groff-1.21. ( I've only tested a DESTDIR install ).
Visual inspection of configure seems to back that up:
PACKAGE_TARNAME='groff-1.21'
...
docdir='${datarootdir}/doc/${PACKAGE_TARNAME}'
Compare to 1.20.1:
docdir='${datarootdir}/doc/${PACKAGE}'
# Note how PACKAGE isn't defined, hence why we need to explicitly pass --docdir

Got a current system up and running, checked that 'man' is working - the alphabetic languages all seem ok, and the pages for ja, ko, zh_* all render in rxvt-unicode. I don't have any other usage for groff, so it seems fine to me.
