Build following LFS build order (after M4, before procps), two tests fail (32-bits build).

I try removing

echo '#define YYENABLE_NLS 1' >> lib/config.h

results were unchanged

If running tests later, all tests work fine. I haven't yet look more.

Forgot the test issues.

The test failures are related to my usage of -Os for CFLAGS which is improperly filtered by tests/atlocal.in sed rules. I already send a patch upstream to fix the filter. That could be done with this:

sed -i -e '/O0.*FLAGS/s/0\-9/s0-9/' tests/atlocal.in

In Section 6.1 we recommend against using optimization flags. I recommend that we mark this as won't fix because it is caused by using an optimization flag not used or at least not tested by the developers. This is best left to upstream.

I agree. I just stay with -Os because that was a choice made by our time long time ago.
