Util-linux now installs nologin

Description
The latest version of Util-linux now installs /sbin/nologin, which conflicts with the one from Shadow. One of them should therefore be disabled, though I don't really use nologin myself so I don't know which version would be better to keep.

Last I checked, LFS always makes sure to take into account any possible conflicts between packages regardless of time/space savings. Also, deciding to use the Util-linux version would at the very least require an update to the text on the Util-linux page for its list of installed programs.

The version form util-linux has i18n. That's probably the better one. The order of installation also installs the util-linux version last. I see no reason to disable the build in Shadow as any time/space saving is negligible.
