Autoconf should say that it requires perl in its "Dependencies" section.

It required perl to run, but not to install.
The currently listed dependencies are only installation dependencies, just like the headers say "This package requires the following to be installed:"
We have planned on adding run-time dependencies in the near future. This item is already in Bugzilla and will be dealt with in due time.
