gcc uses autogen for fixincludes, autogen not in requirements

Description
gcc uses autogen in the fixincludes target. autogen should probably be listed as a requirement. I'm currently building devel branch, but I took a look at the gcc-4.8 git and see that autogen is used in fixincludes there as well.

This also raises the question of including it in the book. If fixincludes is to be ignored, then this whole ticket is a non-issue. If not, then the question of the guile depencency for autogen becomes another issue.
