Switch to tcl-core tarball

Description

Since version 8.6, TCL is released in two tarballs, the normal one which includes TCL + all the extensions and a "core" tarball which only includes TCL itself without any extensions. It would be nice to use the core tarball within LFS to speed up the build time, improve test suite results and reduce the tarball size (although nothing noticeable). It would simply require a change in tarball name, so I propose doing this during 7.8 release cycle when new tcl-8.6 release comes out.
