ch6 binutils no longer needs make install-info

Description
when we run make install for binutils in chapter 6 info pages are installed automatically so the make install-info command is no longer needed.

I have not personally verified that the install-info command is not needed, but I have no reason to doubt the reporter. Do perform the usual QA just as a matter of policy before removing the command without checking it.
