I've proposed a fix but I'm not sure if the upstream will accept it.

Fixed at r12.0-18-g7de769018, despite I've not got my fix reviewed.
I introduced the unreviewed change early because I'm really annoyed by the frequency of breaking changes in pkgconf, and the stupid slowness they respond to them (the issue has been opened 3 days w/o even a reply!) If they just keep being so annoying I think we should revert back to pkg-config.
