Add lz4 into LFS?

vte-0.76.0 needs lz4. Per an IRC discussion, it might be better adding lz4 into LFS instead of BLFS so zstd can also use it.

make BUILD_STATIC=no install PREFIX=/usr

The dependencies are binutils, gcc, glibc, coreutils, and make. The test suite needs Python. We already have all these in chapter 7 anyway.
