Fix mistakes in setcap for reporting errors: report them with
the appropriate filename.
Fix bug in cap.GetIAB().
Improve libcap managed memory allocation and support CHERI RISC-V.
Add (unverified) support for the PSX mechanism on microblaze, arc,
openrisc and xtensa architectures.
Add C++ support to the run a .so file as an executable mechanism
employed by libcap.so, libpsx.so and pam_cap.so. Not really necessary
for the libcap build tree, but wanted to capture the details of a
recent update to a Stackoverflow answer on the topic.
Use BUILD_LDFLAGS when compiling _makenames.
