A new minor version.

This is an end package so we can update it any time before release.

Initially there were a lot of test error for undetermined reasons. In a standard build where vim is built in chroot, there was: 

Executed:  7359 Tests
 Skipped:   147 Tests
  FAILED:     2 Tests

Found errors in Test_client_server_stopinsert():
Found errors in Test_popup_setbuf():
