Could someone fix the tarpatch.txt to work like other patches

Description
What I mean is that the patch for tar is the only patch that has to be applied in a subdirectory whereas rest of the patches can be applied by patch -p0 < patchname from the $LFS/src directory.

Reason was posted to LFS mailinglist a while ago. In a nutshell: we use an official patch from bzip2 web site. We don't wnat to patch a patch file to apply a patch. That's just creating more commands, and why maintain a patch file ourselves when there's already a good one out there. The pro's of not maintaining the file ourselves outweigh the 'inconvenience' of having to run those two cd commands.
