Chapter 5 glibc has no timezone.

Description
After the installation of glibc in chapter 5, we don't configure a timezone, so in chapter 6 anything that calls `date' recieves an error about not knowing what time it is. Creating /tools/etc/localtime cures the problem.

This is completely unnecessary and invalid for the current LFS build. Glibc is the very 1st thing installed in Chapter 6. There is nothing that calls `date' prior to Glibc in the current LFS build. Closing as invalid.
