In 5.1-pre, /etc/mtab needs to be mounted for the e2fsprogs testsuite.

This is covered in the CVS page for e2fsprogs, but seems to be needed for 5.1.

Which is odd, I'm sure that when I made an unscripted build of 5.0-pre these

tests just worked.
