Description
The quick fix: cp -a man /usr/share
A nicer fix would be find the proper Makefile file target if one exists. I checked the top level Makefile file and there was nothing referring to "man" in it.

Jim, is this patch needed anymore with the latest release of iproute2? The patch isn't in the unstable book anymore. Did it get merged?

That is Correct. Fixed in lastest release
