GNOME - Functional desktop?

Feel free to mark this invalid, I'd just like to express an opinion.

The GNOME core packages introduction claims that installing the packages in this section will deliver a "functional desktop".

But after building all the packages and starting GNOME, a user will go to the help icon and be disappointed because it won't work.

Shouldn't a functional desktop include the ability to view the help (which has icons on the desktop, but won't work)?

The solution is to move the Yelp and libgtkhtml packages to the GNOME core section.
