CUPS requires a 'sys' group

Description

After BLFS-6.0 is released, we need to ensure that LFS still creates a 'sys' group, as the lppasswd command is set to 'sys' group ownership. If LFS removes the 'sys' group, the CUPS instructions will have to create the 'sys' group.
