Gimp recommended dependencies and build instructions

Description
The build instructions for Gimp include the "--with-libjpeg" and "--without-libtiff" switches, but jpeg and libtiff are both listed as "Recommended" dependencies. According to the definition of "recommended" that was recently added to the book, those switches shouldn't be there.

Yes, I meant "without". :)
I'm just looking for consistency, so of course if you do remove the switches but also add information about what to do if you don't have them, the same should be done with PCRE ("--disable-pcre") in kdelibs.

Removed -without switches Made gimp-print a recommended dependency Added a note that the configure line needs to be changed if the recommended dependencies are not installed.
The bug text shows that the --with-libjpeg switch is on the configure line, actually it is --without-libjpeg that is listed in the book.
I'm not sure what was ever resolved with "recommended" dependencies as how it relates to what should or should not be listed. The bug will be kept open until Bruce can make a determination of how we should go forward.
I'm in favor of removing the switches and changing the explanations to what should be done if the packages are *not* installed.
