Version increment to 3.8.2
This update is probably ready to go in. I've installed it and several packages can successfully link to the library.
This may be already in as a bug, if so knock it out at the same time, but the X dependencies need to be updated to include the new version.

Yes, I have it pretty much ready to go. Just finishing up some other stuff first.
