HAL instructions minor tweak

Description
The Python dependency in the HAL instructions needs to be moved from the optional to the required dependencies.
Also, the Pyrex/Python D-Bus dependency needs to be checked out, and the HAL GNOME-Python dependency needs to be tweaked. All this info has been put on the -dev list.
