Sorry Bruce but I have to ask why? gimp3 was scheduled for release in June. ​https://gitlab.gnome.org/GNOME/gimp/-/issues/10373#timeline

The string and API freeze was scheduled for May before that and they haven't completed that yet! gimp3 isn't coming any time soon.

We can do whatever we want in a separate branch. Even if the branch goes completely erratic we can just discard it w/o any effect on trunk.

If GIMP 3 cannot be released before our 12.2 release, we can merge the branch after 12.2 release anyway. Unless assuming GIMP 3 would never be released we'll have to do the work, now or later.
