Blocking the release. If we cannot get a fix we need to revert to 2.12.x.

The patch is bumped to -2 at r12.1-1018-g09fa92ee70 to unbreak raptor and shared-mime-info.

The fix is still incomplete. systemd man pages seem to build but some parts are missing from it.

The upstream will release 2.13.1 soon so I'll not updated the patch again.
