Key Changes and Platform Enablement

    NVL-S (NovaLake) Upstreaming: Initial upstreaming of the NVL-S Decode and Video 
Processing for future platform support.
    AV1 Decoder Fix: Added proper status checking for AV1 decoder initialization on 
Xe3_LPM_base platforms to ensure initialization failures are correctly handled.
    MPEG2 Decode Removal: Removed MPEG2 decode support for the NVL+ platform variant.
    AV1 Encode Enhancements:
        Disabled VDENC rowstore caching for AV1 wide frames (width > 2048 pixels) on 
        PTL+ to align HW design.
        Enabled AV1 Encode LUT Rounding under CQP on Xe2 for better quality.

The CMake Policy Version Minimum option is still required. The toplevel CMakeLists.txt has been updated, but some of the CMakeLists.txt files in the subdirectories of the tarball have not.
