Rust is enabled by default and it will need to be opted out with NO_RUST=1 for make, make test, and make install if not installed.

Reopening, because the rust issue is not fixed 'see comment:1):

  • if rust is not installed, the build should use make NO_RUST=1
  • if rust is installed cargo is silently used

Since rust will anyway become mandatory, I suggest to recommend rust from now on, and to not use NO_RUST

But we can put rust as optional for this release, and pass NO_RUST=1
