Version increment to 2.36.2

Per the discussion, I feel this is one GNOME package that is used by so much other stuff that an upgrade is warranted. The NEWS and ChangeLog file look to be minor stuff.

This version is broken. Since Vala bindings were added, build system wasn't adjusted properly to DIST them, so they weren't included in source tarball. Build will fail if Vala is present. (I had it when I've built it and it failed.)

I will keep an eye out for it. There isn't any important bug except for changes for next Gnome release.
