These devices are used by Man-DB when formatting non-English manual pages that
are not in the ISO-8859-1 encoding. Currently, there is no working patch for
Groff-1.19.x that adds this functionality.

So new versions of groff will be ignored. New Debian patches is what one should
watch for, and there is no groff_1.18.1.1-11.diff.gz yet.
