Might want to hold off on 4.0.18.1. A big bug was discovered.

There are now 3 different patches that supposedly fix the problem that Dan pointed to. They are at http://zie.pg.gda.pl/mailman/pipermail/shadow/2006-August/000386.html, http://zie.pg.gda.pl/mailman/pipermail/shadow/2006-September/000393.html, and http://zie.pg.gda.pl/mailman/pipermail/shadow/2006-September/000395.html. As none of them have been applied upstream yet (according to http://cvsweb.pld.org.pl/shadow/src/useradd.c) we can't backport an official fix.

Now 4.0.18.1 which fixes a couple of problems when PAM is disabled.
