because http://docbook.sourceforge.net/release/xsl/1.69.1/* (link in stylesheets) doesn't exist.

That type of links used both in stylesheets and in XML DTDs declarations aren't real links to actual files in the web, but URIs (Uniform Resource Identification) that must be resolved by XML catalogs to the local path in your system to that files.
