Has there been some reason not to go to this new version, or has it been overlooked. There's a release candidate for 2.6.23 as well, which we could expect fairly soon.

Because it's a tarbomb and it didn't seem worth it since it breaks the expectations in the book. See #2047. Unless there's something really necessary in there, we'll just get the next one.
