Version increment to 1.19.2

I believe this version breaks i18n stuff, so we didn't add this package update in the book. Someone with i18n experience (including experience with i18n man pages) probably needs to address this.

With the current decision to use Man-DB, not Man, it is impossible to use any Groff except the Debian version. Thus, closing as "wontfix" (actually meaning "cantfix"). Please don't reopen without also creating a ticket about the switch away from Man-DB.

Surprisingly, 1.8.1.4 (the version used in LFS) is acualy the currend version, according to the dates.
