GetText docs not installed in versioned directories

Description
As best as I can tell, GetText is the only remaining package that doesn't adhere to the /usr/share/doc/package-packageversion doc installation standard.
I'll see what it would take to do this as my build scripts still have a note to do it. Not sure why I didn't do that this time around, so I still need research. Marking this low and for future, as it is such a minor thing.

Added a configure option so that the docs are installed in a standard location.
