Man-DB doesn't know that Groff-1.20.1 is multibyte capable

Description
As shown in the various screenshots under http://www.linuxfromscratch.org/~matthew/test-results/enable-mb-groff/ and http://www.linuxfromscratch.org/~matthew/test-results/default/, Man-DB doesn't detect that Groff-1.20.1 is able to handle Unicode characters correctly and this has to be forced by way of the --enable-mb-groff configure switch. This has been reported upstream.
