Make bootscripts UPS-friendly

Description
As of now, a red message is displayed if something goes wrong (e.g. killing MySQL daemon takes too long) during the shutdown process, and the system waits the user to press Enter. It should not wait if the shutdown process is initiated by power failure. For APC SmartUPSes this can be checked (assuming that apcupsd is installed) by the presence of /etc/apcupsd/powerfail file. I think that there is a way to do the same check with dumb UPS and a regular powerd also, I just don't have a dumb UPS and don't run powerd.

This is something that would have to be done post-LFS, since it does require the presence of auxiliary software beyond LFS.
