Downgraded testing to 2.15, upgraded unstable to HJL's 91.0.2 release.

Nope - it would appear it was just a bi-product of my bringing all of the unstable tree into testing. It only gives us one advantage, AFAICT which is the "-z relro" linker option - apparently a useful optimisation. As it's not required for the build I'm planning on reverting back to FSF binutils in the absence of any _very_ strong objections.
