I would prefer to leave arts as a required dependency, possibly with a note as per option 1.
Reasons being: 1) Without arts, all system sounds are disabled. Not really a must-have feature, but there you have it. 2) More importantly, if arts is not installed, the --without-arts switch must be passed to every kde package, not just kdelibs. So if arts is not required from kdelibs, it would have to be listed as recommended on each kde page.

Your reasons seem sound to me. I think the policy should be that we assume that recommended dependencies are installed. If not, then users are on their own.
Let's just move aRts to recommended for kdelibs and leave the rest alone.

Assigning to Robert as he's already created a patch for this.
This might be technically correct, however, the KDE devs think differently. Note this comment from http://techbase.kde.org/index.php?title=Getting_Started/Build/Stable_Version

So, we either leave things as they are, or:
